Update to improve the performance of the OCRemoveDeviceWithUuid API.

Update to improve the performance of the OCRemoveDeviceWithUuid API.

If linked device not exist when remove the device,
Device discovery is not required.
So I've modify the OCRemoveDeviceWithUuid API
to skip the device discovery in case of linked device not exist.
