Reworked the arguments for DEBUG and INFO.  Removed -debug-verbose.

Reworked the arguments for DEBUG and INFO.  Removed -debug-verbose.
Renamed GST_DISABLE_XML to GST_DISABLE_LOADSAVE and added --disable flag.
