Remove event tests which use illegal behaviour

Two event tests were relying on being able to wait on the device for
an event to be set on the host. This behaviour is not allowed.

Affects:

dEQP-VK.synchronization.smoke.events
dEQP-VK.synchronization.basic.event.host_set_device_wait
