Extend the coverage of building Tizen

Extend the coverage of building Tizen

Given that the former area of Tizen  cannot cover up all the Tizen build,
sometimes it missed the compile errors in Tizen.
Therefore it allows Iotivity to run the whole Tizen build
to avoid the mistakes
