perf tools: Move QUIET_STDERR def to before first use

perf tools: Move QUIET_STDERR def to before first use

QUIET_STDERR is used when detecting if -fstack-protector-all can
be used.

Noticed while building the perf tools on a Debian PARISC64
machine.
