riscv: Kconfig.socs: Add ARCH_RENESAS kconfig option

Add ARCH_RENESAS config option to allow selecting the Renesas RISC-V SoCs.
We currently have the newly added RZ/Five (R9A07G043) RISC-V based SoC.
