[mlir][bazel] fix VectorToGPU bazel breakage

NOTE: this is probably not the long term organization
      that you want to keep after the refactoring to new
      directories, but this fixes the breakage for now;
      I leave proper refactoring of build to the NVGPU
      bazel team.
