BUILD: CONF: Added "BUILD_TYPE" environment variable

This environment variable can be "Debug" or "Release".
User uses this variable in .spec file like the following example:
ex) project.spec
 %build
 cmake . -DCMAKE_BUILD_TYPE=%{BUILD_TYPE}
