Always use raster pipeline for SkSweepGradient

Add an opt-in mechanism (SkShader::isRasterPipelineOnly) and switch
SkSweepGradient to always-RP.

This also repurposes the existing SK_LEGACY_SWEEP_GRADIENT guard.
