i386_mfld_defconfig: Adding Flag to indicate C6 Offload support in OS.

This Flag indicates if C6 Offload is to be Done by OS.
In case of mfld C6 offload is done by OS.
In case of CVT platform it is handled by PUNIT.
This Flag will be used to port the mfld Code into CVT.
