LoongArch: Select PCI_QUIRKS to avoid build error
PCI_LOONGSON is a mandatory for LoongArch and it is selected in Kconfig
unconditionally, but its dependency PCI_QUIRKS is missing and may cause
a build error when "make randconfig":
