testsuite: [arm] Remove arm_v8_2a_imm8_neon_ok_nocache

This patch removes this recently-introduced effective-target, as it
looks like a typo and duplicate for arm_v8_2a_i8mm_ok (imm8 vs i8mm),
and it is not used.
