t-tilepro: Replace CC_FOR_BUILD with CXX_FOR_BUILD.

gcc/ChangeLog:
        * config/tilepro/t-tilepro: Replace CC_FOR_BUILD with
          CXX_FOR_BUILD.
        * config/tilegx/t-tilegx: Likewise.
