[M108 Migration][MM] Avoid evicting buffers on abort/duration change

Chromium still maintains deprecated logic to remove buffers on
duration change.

MSE conformance test
- MediaElementEvents:
  Source buffer should not add/remove/update during the duration
  update callback.
