tpm: introduce tpm_chip_start() and tpm_chip_stop()

tpm: introduce tpm_chip_start() and tpm_chip_stop()

Encapsulate power gating and locality functionality to tpm_chip_start()
and tpm_chip_stop() in order to clean up the branching mess in
tpm_transmit().
