Shove header legacy interfaces into rpmlegacy.h
- get them out of sight from main header.h
- turn headerSprintf() into macro around headerFormat(), that way
  rpmTagTable and rpmHeaderFormats lossage can be hidden away as far
  as headerSprintf() use is concerned
