mono: blacklist efl_thread

Summary:
C# developers are already familar with C# Thread`System.Threading.Thread`, We
don't need to provide Wrapped `Efl.Thread` class.
Also, we can't ensure compatibility between C# Thread and EFL Thread.

Test Plan: meson setup -Dbindings=mono,cxx -Dmono-beta=true
