cpu-boosting: Decrease timer from 2000ms to 500ms

Decrease timer for checking additional PSIs from 2000ms to 500ms.
That is, if no addition PSIs are triggered during 500ms,
then cpu boosting level is restored.
This is because 2000ms is too long to check cpu contention is alleviated or not.
