tests: hoist envvar-check so it is run for every test

I.e., also for Perl-based tests; not just the ones using test-lib.sh.
* tests/check.mk (TESTS_ENVIRONMENT): Source envvar-check here, ...
* tests/test-lib.sh: ...not here.
