arm: dts: tl1: update the compatible string for timer node [1/1]

PD#SWPL-3791

Problem:
the compatible string with "arm,armv8-timer" is used for AARCH64, we
should use the compatible string with "arm,armv7-timer" for AARCH32

Solution:
update the compatible string for timer node

Verify:
test pass on x301
