ddr: bring up bandwidth support for sm1 [1/1]

PD#SWPL-6865

Problem:
ddr bandwidth measure is not supported on sm1

Solution:
1. Add port description and support for it
2. Record max/average bandwidth support;
3. Support up to 60 continue bandwidth sample
4. Fix bit mismatch of dmc monitor for sm1/tl1.

Verify:
sm1
