einfo.ads (Is_Atomic_Or_VFA): Move to XEINFO INLINES section.

* einfo.ads (Is_Atomic_Or_VFA): Move to XEINFO INLINES section.
* xeinfo.adb: Replace a-einfo.h with einfo.h throughout.
Add pattern to translate "or else" into "||".
