sysv4.h (SHARED_LIB_SUPPORT): Remove conditional.

* config/rs6000/sysv4.h (SHARED_LIB_SUPPORT): Remove conditional.
(NO_SHARED_LIB_SUPPORT): Remove.
(LINK_SHLIB_SPEC): Remove one conditional definition.
