Run the memory tests ahead of all other tests

Run the memory tests ahead of all other tests

Other tests don't attempt to allocate that much memory and probably
don't care about fragmentation as much. This would reduce the
possibility of running into out-of-memory 32-bit issues at a later
point in the development of the CTS.

This change also updates the mustpass lists.
