configs: odroid-c4: fix ENV_SIZE and other configs

Fix ENV_SIZE and other configs.
- Change from 0x2000 to 0x4000
- SYS_MMC_ENV_DEV/PART set to 1.
- Enable CONFIG_TIZEN_ODROID_C4
- SYS_PROMPT is "Odroid C4>"
