dolby: fix tm2 end-to-end test [1/3]

PD#SWPL-6631

Problem:
5213/5214/5217 480p graphic tests fail
due to g_vpotch is too small

Solution:
incread g_vpotch from 0x20 to 0x60 for resolution below 720p

Verify:
verified on tm2 t96e2
