Fix bad range check in TextInfo.IndexOfStringOrdinalIgnoreCase (#12478)

Breaks:

   int idx = "\uabcd".IndexOf("", 1, StringComparison.OrdinalIgnoreCase);

should return 1, returns -1 instead.
