[modules] Remove non-functional driver options -f[no-]modules-implicit-maps.

[modules] Remove non-functional driver options -f[no-]modules-implicit-maps.

These driver options never did anything (they weren't forwarded to the
frontend). Also update the documentation to not mention them.
