Default setting in the GNOME_COMPILE_WARNINGS macro is now "yes". This

* compiler-flags.m4: Default setting in the
GNOME_COMPILE_WARNINGS macro is now "yes". This fixes bug
#118479 (another good bit of debugging from Steve Chaplin).
