re PR fortran/34952 (Document lack of support for ENCODE/DECODE)

PR fortran/34952
* gfortran.texi: Create new section for unimplemented extensions.
Add "STRUCTURE and RECORD" and "ENCODE and DECODE statements".
Remove "smaller projects" list. Fix a few typos.
