	declaration for the bounds when we are preanalyzing a class-wide
	condition.
	(Analyze_Loop_Parameter_Specification): Handle preanalysis of
	quantified expression placed in the outermost expression of a
	class-wide condition.

	preanalysis of class-wide conditions.
