* configure.in: Add hosts rtpc-*-* and a29k-*-*.
Merge target arm case with other "easy" cases.  Add target
cases a29k-*-none (rehack of am29k), a29k-*-kern (remote to
Ultracomputer kernel), and a29k-*-sym1 (ultracomputer OS's user
process).
