Update MulticoreJit setup

- COMPlus_MultiCoreJitNoProfileGather is not needed, because it gives no effect on updated MulticoreJit
- COMPlus_MultiCoreJitMinNumCpus is needed to enable MulticoreJit on arm with cpu hotplug
