ARM: Allow building __sigsetjmp as Thumb.

Convert __sigsetjmp code to allow building as Thumb.

* sysdeps/arm/setjmp.S (NO_THUMB): Remove define.
(__sigsetjmp): Use Thumb supported instructions.
