ddr: altera: sequencer: Zap SEQ_T(INIT|RESET)_CNTR._VAL

This is another macro used to obfuscate the real code. The
T(INIT|RESET)_CNTR._VAL is always defined, so this indirection
is unnecessary. Get rid of this.
