[GOLD] Disable copy_test_protected on powerpc

A target like powerpc64 that is PIC by default doesn't need copy relocs.

* testsuite/Makefile.am (copy_test_protected): Disable for powerpc.
* testsuite/Makefile.in: Regenerate.
