udev-extraconf: blacklist /dev/dm-*

Do not mount /dev/dm-* by default via udev, this is the default
behavior for most distos and WRLinux4.x.

This resolved a problem with the sanity test failing due to seeing
the error while attempting to mount new logical volumes without fs.
