Add render to mipmaps tests

This test repeatedly draws into the same image using consecutive
mip levels as color and dept/stencil attachments. All mip levels
and array layers are exercised.

Modified tests:

dEQP-VK.pipeline.render_to_image.*

New tests:

dEQP-VK.pipeline.render_to_image.*.mipmap.*
