RISC-V: kexec: Fixup use of smp_processor_id() in preemptible context

RISC-V: kexec: Fixup use of smp_processor_id() in preemptible context

Use __smp_processor_id() to avoid check the preemption context when
CONFIG_DEBUG_PREEMPT enabled, as we will enter crash kernel and no
return.

Without the patch,
