Kconfig.debug: fix SCHED_DEBUG dependency

Kconfig.debug: fix SCHED_DEBUG dependency

The path for SCHED_DEBUG is /sys/kernel/debug/sched.  So, SCHED_DEBUG
should depend on DEBUG_FS, not PROC_FS.
