MIPS/GAS/testsuite: Fix n64 compact EH failures

MIPS/GAS/testsuite: Fix n64 compact EH failures

Expect a `.MIPS.options' section alternatively to `.reginfo' and ignore
contents of either as irrelevant for all the affected compact EH tests,
removing these regressions:
