build: update gnulib for linux 2.6.9 nanosleep workaround

Also, do the following to avoid "make syntax-check" failure
induced by new rules.
* .x-sc_bindtextdomain: Exempt files with an #ifdef'd "main".
* Makefile.am: Add this file.
