Update version

Before release:
c-a=8, a=0, r=1 -> c=8, a=0, r=1

After release:
 - If the library source code has changed at all since the last
   update, then increment revision:
   c=8, a=0, r=r+1=2

 - If any interfaces have been added, removed, or changed since
   the last update, increment current, and set revision to 0:
   c=c+1=9, a=0, r=0

 - If any interfaces have been added since the last public release,
   then increment age:
   c=9, a=a+1=1, r=0

 - If any interfaces have been removed or changed since the last
   public release, then set age to 0:
   c=9, a=0, r=0 (VpxTpl* structure changes)

MAJOR=c-a=9
MINOR=a=0
PATCH=r=0
