Add logging for ISU systemd generator to dlog

This commit introduces logging to dlog with a specified priority (Error
or Info in this case). The immediate terminal output via echo is kept,
as it's useful for manual systemd generator script debugging.

The rationale is that the systemd generator is executed at a very early
stage of system startup, in which the journal log and kmesg in the
Tizen version of systemd are unavailable.
