apply pvrdbg flag to kernel space IMG DDK

apply pvrdbg flag to kernel space IMG DDK

BZ: 16943

The userspace DDK can be compiled to debug mode with flag pvrdbg=1,
however this did not affect the kernel DDK code.
This commit fixes this issue.
