Clean up uses of _bfd_dummy_target (from Peter Schauer).
* libbfd.c (_bfd_dummy_target): Set bfd_error_wrong_format.
* nlm-target.h (nlm_core_file_p): Define as _bfd_dummy_target, not
NULL.
* srec.c (srec_vec): Use _bfd_dummy_target, not NULL, in
_bfd_check_format.
(symbolsrec_vec): Likewise.
* tekhex.c (tekhex_vec): Likewise.
