convert to_upload_tracepoints

* target-delegates.c: Rebuild.
* target.c (update_current_target): Don't inherit or default
to_upload_tracepoints.
* target.h (struct target_ops) <to_upload_tracepoints>: Use
TARGET_DEFAULT_RETURN.
