Test unused shader stages with graphics pipeline libraries

Test pStages is properly ignored when creating graphics pipeline
libraries that do not need shading stages, like for vertex input state
and for fragment output state.

New tests:
dEQP-VK.pipeline.*.misc.unused_shader_stages*
