hdmirx: pull hpd low when cec auto power on is disabled [2/3]

PD#TV-7049

Problem:
hpd keeps high when cec auto power on disabled, not
match the requirement of CVTE hotplug function test

Solution:
pull hpd low when cec auto power on is disabled
