ACPI / hotplug / PCI: Sanitize acpiphp_get_(latch)|(adapter)_status()

There is no need for a temporary variable and all the tricks with
ternary operators in acpiphp_get_(latch)|(adapter)_status(). Change
those functions to be a bit more straightforward.
